Despitethesesubstantialdecreasesinmachinemeasuredyields,theCommissionhasbeenconcernedforsometimethatthecurrenttestmethodmaybemisleadingtoindividualconsumerswho #@! relyontheratingsitproducesasindicatorsofhowmuch"tar"andnicotinetheyactuallygetfromtheircigarettes.Infact,thecurrentratingstendtoberelativelypoorpredictorsof"tar"andnicotineexposure.Thisappearstobedueprimarilytocompensationthetendencyofsmokersoflowerratedcigarettestotakebiggerormorefrequentpuffs,orotherwisealtertheirsmokingbehaviortogettheamountofnicotinetheyneed.Suchvariationsinthewaypeoplesmokecanhavesignificanteffectsontheamountof"tar,"nicotine,andcarbonmonoxidetheygetfromanyparticularcigarette.TheCommissionisconcernedthatsmokersmayincorrectlybelieve,forexample,thattheywillgetthreetimesasmuch"tar"froma15mg."tar"cigaretteasfroma5mg."tar"cigarette.Infact,ifcompensationissufficientlygreat,itispossibleforsmokerstogetasmuch"tar"andnicotinefromrelativelylowratedcigarettesasfromhigherratedones.Althoughtheselimitationshavebeenpresentinthesystemsinceitsinitiationin1967,theyhavebecomeofsubstantialconcernmorerecentlybecauseofchangesinmoderncigarettedesignandabetterunderstandingoftheeffectsofcompensatorysmokingbehavior.  Somepublichealthagencieshavealsoexpressedconcernsthatnewstudiesmayquestionthebasicassumptionunderlyingcigarettetestingthatcigaretteswithlowermachinemeasured"tar"andnicotineratingsarelessharmfulthanoneswithhigherratings.Forexample,in1997,theNationalCancerInstituteissuedamonographnotingthattheapparentmortalityriskamongcurrentsmokershasriseninthelastfortytofiftyyears,eventhoughmachinemeasured"tar"andnicotineyieldshavefallenduringthesameperiod.+   3      ׀Inattemptingtounderstandthisfact,themonographsuggestedthatthe '(#$ increasedmortalityriskmightbeduetoincreasesincurrentsmokers'lifetimeexposuretocigarettesmokeorthatthereduced"tar"levelsofmoderncigarettesmayhavelessbenefitthanpreviouslybelieved.Inaddition,anumberofstudieshavealsofoundthatchangesinsmokingbehaviorandcigarettedesignappeartohaveresultedinanincreaseinatypeofcancerthatoccursdeeperinthelungthanthelungcancertraditionallyassociatedwithsmoking._-~   4      _     Inlightoftheseconcerns,in1998theCommissionrequestedthattheDepartmentofHealthandHumanServices("HHS")conductacompletereviewoftheFTC'scigarettetestingmethodology...    5      ׀This h  reviewwillbecompletedinSeptember2000.
